A bold new strategy is set to revolutionize the UK's approach to international education. The government is shifting its focus from attracting foreign students to the UK to expanding British education globally, bringing it to students' doorsteps worldwide.
Ministers have decided to scrap the previous target of 600,000 international students annually, instead aiming to increase global education exports to a whopping £40 billion by 2030. This strategy aims to diversify income streams for UK universities and colleges, strengthen global partnerships, and provide access to a world-class UK education to millions more.
The Department for Education (DfE) has also announced tougher compliance standards to ensure the authenticity of international students coming to the UK. Universities that fail to meet these standards may face recruitment caps or even license revocations. The DfE emphasizes that this approach removes targets on international student numbers in the UK and redirects the focus towards growing education exports overseas.
Education Secretary Bridget Phillipson believes that expanding overseas will boost growth at home while giving millions more access to UK education. The government maintains its welcome for international students, having recently announced its participation in the EU's Erasmus+ program in 2027.
However, Amira Campbell, president of NUS UK, voices a different perspective. She emphasizes the value of international students on UK campuses, stating, "We know the value of our international student peers is much more than the economic value, but the skills, experience, and knowledge they share."
In the last autumn budget, the government introduced a new levy of £925 per international student per year of study. Despite this, Ucas reports a 2.2% increase in international student applications to UK universities and colleges, with a record number of applicants from China.
Approximately 620,000 students are already registered with UK universities overseas, spanning almost 200 countries and territories. Prof. Malcolm Press, president of Universities UK, welcomes the strategy, seeing it as a commitment to fostering the global reach and reputation of UK universities.
To facilitate this expansion, institutions must apply and meet the regulations of the host country. The DfE has pledged to help remove red tape, and a new education sector action group will work with universities, colleges, and the government's international education champion to overcome barriers to overseas expansion.
